Agile and scrum are 2 totally different things. As you said, scrum is a dev framework, and in my opinion, every team should choose their own framework that they want to use. "Forced frameworks" never work; even if it's scrum, kanban, xp and so on. Again, in my opinion, you saw scrum forced implemented by an organization that didn't understand a thing about scrum. And in the end, it's a dev framework, why the organization forced the teams to use a specific framework and they didn't let them choose their own path? It shouldn't be a managerial thing or something that gives them just some more KPIs.
